Local rules and resources in Chicago
The Chicago Department of Buildings says working smoke alarms are required by law in all residential buildings in Chicago, and that building owners face fines of $500 to $2,000 per day, per violation, if they do not provide working smoke alarms at required locations. The department says homes built before 2018 need a smoke alarm outside of and within 15 feet of each bedroom, while homes built or significantly remodeled in 2018 or later need one inside each bedroom as well. It also says a 2020 City Council ordinance phases out smoke alarms powered only by a removable battery: installing new ones is illegal starting January 1, 2023, and an existing one must be replaced with a sealed-battery alarm when it malfunctions or reaches its 10-year expiration date.
For help, the department says 311 may be able to refer homeowners to programs that provide low- or no-cost smoke alarms, and that some homeowners may be eligible for free in-home smoke alarm installation. The Chicago Fire Department's Public Education page lists free smoke and carbon monoxide (CO) installation for "seniors only (60 years of age and single family homeowners only)"; call to confirm who qualifies; the Public Education Unit is at 312-747-6691, Monday through Friday, 8 a.m. to 4 p.m.
