The City of Irving's residential permits page says building permits are required to erect, enlarge, alter, move, demolish or repair a structure in Irving, with applications made through the city's online permit portal, MGO. It says permits are not required for cosmetic work such as painting, carpeting and cabinetry, or for replacing fixtures or appliances, except water heaters, at existing connections. A homeowner planning to do the work themselves must have a homestead exemption filed with the Dallas Central Appraisal District before applying for a residential permit, except for roof permits.
Ordinance text that Irving links as its proposed ordinances for adopting and amending the 2024 International Codes amends the residential code's fuel gas section on shutoff valves to read that an appliance shutoff valve located in the firebox of a fireplace shall be installed according to the appliance manufacturer's instructions, and that a secondary shutoff valve must be installed within 3 feet of the firebox if the appliance shutoff is located in the firebox. The same ordinance amends the residential code's domestic cooking exhaust rule so that where a gas, liquid or solid fuel-burning appliance that is neither direct-vent nor uses a mechanical draft venting system is located within a dwelling unit's air barrier, each exhaust system capable of exhausting more than 400 cubic feet per minute must be mechanically or passively provided with makeup air.
The city's fire safety pages say to test smoke alarms monthly, put them inside and outside each bedroom and sleeping area and on every level of the home, get new smoke alarms every 10 years, and install CO detectors if you have gas appliances. They also say to keep a 3 foot zone around space heaters and to buy space heaters that shut off automatically when they tip over.
That proposed ordinance text, which lists an effective date of May 1, 2026, also says unvented room heaters shall not be the sole source of comfort heating in a dwelling unit, with an exception for existing approved heaters.
