Local rules and resources in Ann Arbor
Ann Arbor's rental housing pre-inspection checklist (Chapter 105 Housing Code, revised April 2023) says under Mechanical 8:506: "Wood burning fireplace must be inspected every 5 years or firebox front opening must be sealed from use." Under Exterior 8:509, the same checklist says "Chimney cap, brick, flashing must be in good condition." These are rental inspection items. The city's Rental Housing Services office says it inspects all residential rental units in accordance with Housing Code Chapter 105. Its page quotes Section 8:516(4), under which no person shall lease or otherwise make a unit available for occupancy if a Certificate of Compliance is not in effect for the unit.
The office's handout on Housing Code Sec 8:527 says the city has adopted an ordinance requiring carbon monoxide detection in rental housing, and that where a dwelling contains a fuel-fired appliance or has an attached garage with a common door, battery or hardwired carbon monoxide alarms shall be installed in each dwelling unit, outside each sleeping area and on each level including basements. The handout says the carbon monoxide detection requirements take effect on July 6, 2023, and that CO alarms shall comply with UL 2034.
For work on any home, the city's building permits page says you must get a building permit if you plan on making home improvements yourself or with the help of a contractor, architect, or construction worker; it does not name fireplaces, stoves, inserts or chimney liners, so ask the building department about chimney work. The city lists electrical, mechanical and plumbing trade permits among its online permit types, and its applications page says trade permits are applied for through STREAM.
For outdoor fires only, the Ann Arbor Fire Department's recreational fire handout says recreational fires such as campfires may not be conducted within 25 feet of a structure or of combustible materials. The department's permits page says a bonfire permit is required for a fire on the ground larger than 3 x 3 feet, and in September 2026 it listed the bonfire permit fee as $50.
