The Annapolis Historic Preservation Commission's Historic District Design Manual, Building in the Fourth Century, which the document says was published in 2007 (the copy the city posts also credits an update in 2011), says Title 21 of the City Code requires a Certificate of Approval from the Commission before a person may alter a structure in the historic district in a manner that affects its exterior appearance. For historic buildings there, the manual's guideline D.25 says historic chimneys shall be preserved unless documentation of deterioration is provided that justifies replacement, and that if necessary they may be rebuilt as replicas. The guideline adds that replacement chimneys in existing buildings should be accurate reproductions of the original chimneys, based on physical evidence and historic photographs, and that where interior chimneys are removed in a proposed alteration, chimneys the Commission deems significant should be reconstructed at the exterior.
The city's Building Permit Information page says all exterior projects in the Historic District, whether or not exempted from a building permit, still require a certificate of approval under Chapter 21.56. The same page says any owner who intends to alter, repair or replace an electrical, gas, mechanical or plumbing system must first apply to the Director for any permit the City Code requires for that work. The Annapolis City Fire Department's Smoke Alarm program gives city residents the ability to call and request the installation of a smoke or carbon monoxide alarm, and its page urges any City of Annapolis resident who needs an alarm or cannot afford one to fill out the Smoke Alarm Assessment Form.
