Arlington County's Inspection Services Division publishes a Chimney Vent Certification Form for the replacement or new installation of any fuel-burning appliances or equipment in existing one- and two-family residential buildings. Citing the Equipment Changes sections of the Virginia Construction Code, the form says that where the local building department does not inspect, the persons performing such changes or installations must certify to the building official that the vent or chimney systems are sized in accordance with the code and are clean, free of any obstruction or blockages, defects or deterioration, and in operable condition. The county's Mechanical Permit page says a permit is required for adding, removing or relocating mechanical fixtures, furnaces, air-conditioning systems, ventilation systems, exhaust systems, refrigeration systems, duct work and any related components. The same page says replacement of these elements of the same type, size and location does not require a permit, unless the equipment is fueled by gas.
