Chesapeake homes and their chimneys
Half of Chesapeake's homes were built in 1989 or later, and only 2.5% date from 1939 or earlier. HomeGuide's list of common stainless steel liner jobs includes matching modern heating appliances that need a different liner and installing liners in prefabricated fireplaces, not only lining old brick chimneys.
Chesapeake winters and your chimney
Chesapeake averages 52 nights a year at or below freezing and a December to February average of 45.8°F (NOAA normals, Fentress Naval Auxiliary Landing Field). A chimney used only on cold nights still needs the yearly check: the NFPA says to have chimneys cleaned and inspected every year, and CSIA says creosote that builds up enough can catch fire when the flue gets hot enough.
Chimney fires in Virginia
Chimney fires confined to the chimney or flue made up 7% of residential structure fires in Virginia fire department records for 2020 to 2024, above the national 3.4%. 64.2% of Virginia's chimney fires happened in December, January and February, a larger winter share than the national 57.4%. Local rules and resources in Chesapeake
The City of Chesapeake's Homeowner's Permit Guide lists a prefabricated fireplace installation as needing a mechanical permit and plans, with the manufacturer's specifications required at the site, and a gas log installation as needing a mechanical permit. The same guide lists masonry chimneys for stoves and masonry fireplaces as needing a building permit, plans and a site plan. It says permits are not required for same-for-same replacement of items such as plumbing and electrical fixtures, fans and similar mechanical equipment, but that replacing any gas or oil equipment or appliance, same for same, requires a mechanical permit, and it names a range, water heater and gas logs as examples.
Chesapeake's Mechanical Equipment Permits page lists installing a woodstove, installing a gas or fuel fired appliance and installing or replacing a vent system among the projects that require a mechanical permit. The page says that if the equipment is gas or fuel, the permit holder must complete and sign a Chimney or Vent Certification, and that inspection cannot be performed until the Mechanical Division receives it. The page lists Permit Support at 757-382-6018.
For outdoor burning only, the Chesapeake Fire Department's Open Air Burn Policy says residential property owners may burn leaves, grass, straw, vines and growing wood without an operational fire code permit, under the Virginia Statewide Fire Prevention Code as amended, if they follow the policy's guidelines. Burn piles can be no larger than 4 feet by 4 feet by 4 feet and must be at least 50 feet from any structure, burning is prohibited during high wind, low humidity or a National Weather Service Red Flag warning, and a responsible person must attend the fire at all times, which the policy defines as keeping uninterrupted visual contact and staying within 100 feet. The policy says that if a smoke complaint is received, the fire will be ordered extinguished and cannot be restarted for 24 hours, and it lists 757-382-6566 for questions.
The Chesapeake Fire Department's Smoke Detector Information page describes a Free Smoke Detector Program: residents who qualify can contact the Community Risk Reduction Division at 757-382-6566 Monday through Friday between 8 a.m. and 5 p.m. or apply online, and the department installs the detectors and provides batteries to qualified homeowners. The page says eligibility includes being a resident or homeowner of the City of Chesapeake and annual income criteria based on the number of people in the home, set by the federal grant program that funds the detectors. The same page says the owner of any rented or leased unit must give the tenant a letter at the beginning of each tenancy, and at least once a year after that, stating that all required smoke detectors are present and in good working order.
