Redding is in Shasta County, where Shasta County Air Quality Management District Rule 3:23, Fireplace and Solid Fuel Heating Device Usage, adopted March 1, 1994, says it applies at all elevations in the county. We read the rule in a copy on the California Air Resources Board's rules archive, which shows no amendments; the district's own rules page could not be read, so confirm the current rule with the district. The rule says wood-heating devices used for the first time in existing buildings, and those in all new residential and commercial buildings constructed after March 1, 1994, must meet emission and performance requirements equivalent to EPA Phase II devices. After July 1, 1994, all masonry and factory-built fireplaces in new construction or remodel projects must meet a limit of 7.5 grams per hour of total particulate matter, either with an EPA-certified insert device or by certification from an EPA accredited laboratory; fireplaces with a dedicated natural gas or propane connection that cannot be converted to solid fuel are exempt.
Rule 3:23 bars burning garbage, chemically treated wood, plastic or rubber products, waste petroleum products, paints and paint solvents, or coal in a fireplace or wood-heating device, and bars selling, installing or transferring a used wood heating device unless it is certified by the EPA or the Oregon Department of Environmental Quality, exempt from EPA certification, pellet-fueled, or rendered permanently inoperable. Curtailment under the rule is voluntary: the district's Air Pollution Control Officer issues an advisory through local media to voluntarily curtail use of uncertified solid fuel appliances when weather is projected to push inhalable particulate matter (PM10) above 60 micrograms per cubic meter.
The district's Woodsmoke Reduction Program gives vouchers to residents within the district who own non-EPA certified wood stoves, inserts or fireplaces; when we read the page on October 5, 2026, it said the program's allocated funds were used up and eligible applications were going on a wait list in the order received. The page lists a Standard Voucher of $2,500 for new wood, pellet or electric stoves or inserts and $5,000 toward electric heat pump projects, with a larger Enhanced Incentive Voucher for low-income households and for devices in disadvantaged or low-income communities.
