Santa Rosa homes and their chimneys

Half of Santa Rosa's homes were built in 1980 or later, and only 5.1% date from 1939 or earlier. HomeGuide's list of common stainless steel liner jobs includes matching modern heating appliances that need a different liner and installing liners in prefabricated fireplaces, not only lining old brick chimneys.

Santa Rosa winters and your chimney

Santa Rosa averages 31 nights a year at or below freezing and a December to February average of 48.5°F (NOAA normals, Santa Rosa Sonoma Co Airport). A chimney used only on cold nights still needs the yearly check: the NFPA says to have chimneys cleaned and inspected every year, and CSIA says creosote that builds up enough can catch fire when the flue gets hot enough.

Chimney fires in California

Chimney fires confined to the chimney or flue made up 2.9% of residential structure fires in California fire department records for 2020 to 2024, below the national 3.4%. 52% of California's chimney fires happened in December, January and February, a smaller winter share than the national 57.4%. Local rules and resources in Santa Rosa

Sonoma County's air quality districts page says the county is served by two air quality districts with distinct boundaries, jurisdictions, rules and policies: the Bay Area Air Quality Management District extends throughout the southern portion of the county, including Santa Rosa, while the Northern Sonoma County Air Pollution Control District covers the northern and coastal regions, including Healdsburg, Cloverdale and Guerneville. The page says the northern district also includes small portions of Windsor, Sebastopol, Occidental and Valley Ford, and it offers an interactive map for checking which district an address is in.

Under Section 6-3-301 of the Bay Area district's Regulation 6, Rule 3, as amended October 1, 2025, no one may operate or combust wood or solid-fuel products in any wood-burning device during a Mandatory Burn Ban, which the district declares when the forecast 24-hour average PM2.5 level is expected to exceed 25 micrograms per cubic meter and announces through a Spare the Air Alert. The rule sets limited exemptions in Sections 6-3-110 to 6-3-112: a registered EPA certified device that is a home's sole source of heat, a permanently installed heater that is broken and awaiting repair, and a temporary loss of gas or electric service with no alternate form of heat, each subject to verification by the district. Section 6-3-224 says the public can check whether a ban is in effect by calling 1-877-4NO-BURN or checking www.sparetheair.org, and Section 6-3-309 bars burning garbage, treated wood, non-seasoned wood, plastic products, coal, glossy or colored paper and salt water driftwood in a wood-burning device.

The same rule's Section 6-3-306 says no person or builder shall install a wood-burning device in new building construction, and Section 6-3-307 says a fireplace or chimney remodel that costs more than $15,000, not counting the building permit, and requires a local building permit must install a gas-fueled, electric or EPA certified device. Section 6-3-304 requires anyone selling, renting or leasing real property to provide disclosure documents that describe the health hazards of PM2.5 from burning wood or any solid fuel as a source of heat.

The City of Santa Rosa Building Division's building permits page says any owner or owner's authorized agent who intends to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system regulated by the code must first apply to the building official and obtain the required permit, and that a building permit is required unless the work is expressly exempted by the California Building Code. It says only properly licensed contractors or owner-builders may obtain building permits, that a single application may cover building, electrical, mechanical and plumbing work on a project, and it gives (707) 543-3200 as the Building Division number to call with questions about submittal requirements.
