Virginia Beach dryer vent code rules
Virginia Beach follows the statewide 2021 Virginia Uniform Statewide Building Code, which Virginia's Department of Housing and Community Development says took effect January 18, 2024. The Virginia Construction Code applies the 2021 International Residential Code, as amended by Virginia, to detached one- and two-family dwellings and townhouses.
Virginia rewrites the dryer duct installation section (M1502.4.2): exhaust ducts must be supported at four-foot intervals and secured in place, and where dryer exhaust ducts are enclosed in wall or ceiling cavities, the cavities must allow the duct to be installed without deformation. We could not read the Virginia Beach City Code, so this page cannot say whether the city has local rules that touch dryer exhaust.
Under the 2021 Virginia Uniform Statewide Building Code, a dryer exhaust duct can run at most 35 feet, minus an allowance for each elbow (M1502.4.6.1), or the length the dryer maker's installation instructions allow (M1502.4.6.2); the hose behind the dryer must be one listed piece of 8 feet or less (M1502.4.3); and the duct must end outside with a backdraft damper and no screen (M1502.3), and domestic booster fans are not allowed (M1502.4.5). Permits for dryer vent work in Virginia Beach
Trade permits in Virginia Beach go through the City's Permits & Inspections office (757-385-4211, 2403 Courthouse Drive). The City's Trades Permits page lists "Ventilation systems, duct work, HVAC equipment" among residential new installations that need a mechanical permit, and it also says, "Residential range, oven, grill, dryers, and when doing 'like for like' replacements do not require a mechanical permit"; the page notes that its lists may not be applicable to, or inclusive of, all situations. Separately, the state's 2021 Virginia Construction Code (Section 108.2, item 14.4) exempts from a permit application the replacement of mechanical appliances not fueled by gas or oil in Groups R-3, R-4 and R-5, and in Group R-2 where serving a single family dwelling. The City's mechanical fee list includes a $250 administrative fee for beginning work without a permit.

The Virginia Beach Fire Department's "Operation Smoke Alarm" program provides and installs smoke alarms free of charge for Virginia Beach homeowners who own and live in the requested home as their primary residence. Call 757-471-5826 or submit the online form, and the program manager will contact you within a few business days; factors considered include not having a working smoke alarm, not being financially able to buy alarms, having a child under 18 or anyone over 60 in the home, and not being physically able to install an alarm. The department cannot assist with installing hard-wired smoke alarms.
Renters are asked to contact their landlord: the same page says the City requires property owners and landlords to provide working smoke alarms in rental units, and an owner must provide and pay for service of a malfunctioning alarm within 5 days of receiving the renter's written notice. The Fire Prevention Bureau does not routinely inspect private homes or dwellings of any kind unless a request is placed, and it directs concerns about private homes to the Department of Housing and Neighborhood Preservation at (757) 385-5750.
Under the City's Certificate of Compliance Rental Inspection Program, rental dwellings inside designated Rental Inspection Districts (109 block groups) are subject to inspection on written notice from Code Enforcement, with a $50 fee, and a unit with no Building Code violations receives a Certificate of Compliance that exempts it from the rental inspection ordinance for four years.
